Testing for mobile usage is still at a nascent stage and it's not possible to test websites on various real devices that resemble the real world.
I think it's better to deal with web design for mobile and desktop as different applications because they are really different devices. A mobile device does not have the same screen size or the capabilities of a desktop or a surface machine and it has totally different experience. You can't have a floating menu panel that is always visible on a mobile screen. You can't make the design on a computer screen and expect it to function the same way on a mobile. Obviously, they are different. In the mobile world, you're always hit on the head with lots and lots of constraints on step one.
