Non-profit-organizations are usually refereed as NGO's and their financials are mostly based on donations and aid and due to lack of availability or on consistent based supply of finance could hampered not only HR Planning operations but overall organization level. Let assume, this organization has been planning to initiate a project and they are in need of quality human capital to run this project and HR is being asked to arrange for potential candidates. On such requisition HR takes appropriate action and advertise the requirement and hunt for candidate and let assume they finalized the candidates but suddenly they(HR) came to know due to delay or cancelation of aid. The organization is unable to conduct this project and this mean all of HR effort are in vain. This is how most of the time NGO could not able to run the project on-time and most of the time candidates prefer o have working in corporate sector.

If the Organization is facing financial problems then the HR should observe the actual reason and to be controlled all cash flow which is misusing by concerned project and project head.
also if the project facing manpower, Vehicle/Equipment or material shortage that to be solved immediately.
Of course! without HR the organization can't be moved.
