With given info, Assuming it's a desktop pc,1. A faulty MoBo2. VGA Malfunction3. OS error fixes1. Reinstall OS2. Consult a nearby tech

If it's a brand new machine, then you may have warranty. Get back to where you bought it.

There are two symptoms of this problem

 

1. Your hard disk drive not detected / Hard Disk fault

2. Wrong setting in BIOS (Boot Sequence / Peripheral Settings).

-   Please check from BIOS by Pressing F10 from boot screen.

3. Operating system might get corrupted / Windows Boot Settings changed.

-   In this case. Boot from Windows DVD. Select from first boot up dialog - Startup Repair / Repair your Computer.

WE need to set-up the Windows because when you buy pre installed system and start first time then we need to set-up the operating system.

If it is brand new you dont have to do anything but to return it to where you bought it to avoid your warranty to be forfieted.

Change boot sequence from BIOS and then restart your computer

 

no os or bios setup you need to change booting option if there's  os and its new as you said

Two type of laptop you can buy with Os or without i think your is without Os its simple buy new windows and install in it
