Yes it is cetainly required  and that is why in international trade marine cargo insurance in most if not all countries around the world is compulsory, and marine insurance certificate or policy is one of the essential documents to import any goods, hence  all commercial banks strictly require such insuarnce documents to participate in importing those goods.
