Missions
Supervise the different contractor teams in installation of the 33 kV Overhead Lines, OPGW (Optical Ground Wire) and the installation of the Electrical substations and connections to the wells, on each well pad
Ensure that construction of the plant complies with detailed engineering, contracts, schedule, budget and safety practices.
Perform Commissioning activities in line with the Commissioning Dossier
Check and supervise that the work is performed in compliance with the contract specifications, schedule and assess any deviations requested by the contractor before transmitting it to the Construction Site Superintendent
Manage and Control the construction, precommissioning activities and work performed by the contractor in close relation with his contractor counterpart at supervision level.
Anticipate and make sure that Contractor has at all the time the right set of execution drawings with the right changes/discrepancy, and with available materials on site prior to perform the works.
Ensure that the procured material is on site as per the schedule requirement and highlight in case of deviation
Interface with other Electrical, instrumentation and QA/QC supervisors as required.
Perform Commissioning of the Overhead Line and the Equipments on the Well Pads
Activities
Measure: Work is performed as per Scope of Requirements and within the Project schedule
Ensure that contractorHSEand quality practices are acceptable, that work permit procedure is closely followed, that proper measures and procedures are being implemented by everyone concerned, and that all risks are evaluated and planned for by the contractor
Measure: As few as possible man hours/days lost due to accidents for duration of project, Safety and quality audits performed with minimum red cards
Assess the acceptability of any deviation/relaxation requested on site by the contractor or to provide any clarification requested.
Organise technical discipline meetings with the contractor as and when required, with company specialists and/or the OHL Package Coordinator
Ensure that the interfaces with the Existing facilities are properly executed, and in particular the interface between the Overhead lines and the Well Pads
Participate in technical review at the construction, pre-commissioning and commissioning phases.
Measure: Minimum deviation requests, minimum issues related to interfaces during commissioning and start-up
Monitor the development by the contractor, in due time, of performance tests and to participate in some of these tests, as appropriate.
Provide expertise and assistance in each specialist discipline to the Overhead Line Package Coordinator and QA/QC Inspectors.
Ensure the works are closely inspected by the QC inspector. When non-conformances are issued by QC, gets corrective actions planned and executed as from QC report.
Measure: Performance tests / inspections are performed as per Project schedule and punch-list closed before start-up
Ensure proper reporting, highlighting critical issues to the project management and proposing remedial actions.

Overhead line package consisting of a 33 kV overhead lines and OPGW, 57 km, with wooden poles. Ground clearance 6 m in remote areas and 13 m for road crossings.
41 Well pads consisting of 57 wells to be connected
Accountabilities
Responsible for the achievement of the construction of the overhead lines and the connections to the wells as per schedule
Responsible for the Commissioning of the overhead lines and connections to the wells

Missions
Lead and advise Commissioning Site Leader (CSL) for all work related to the pre-commissioning and commissioning of all areas.
Review electrical-related procedures and documentation issued by the contractor for pre-commissioning and commissioning activities for the Power Plant area and supervise Pre-commissioning and commissioning work
Prepare and Perform Commissioning activities for the Well Pad areas, inclusive of Overhead Line network if required
Review all pre-commissioning and commissioning dossiers of EPSCC before sub-system acceptance / Ensure Application of OPERCOM philosophy
Follow up CONTRACTOR pre-commissioning or Commissioning, and witness all critical CONTRACTOR pre-commissioning / commissioning activities. Sign any relevant Precom / Com Checklist / Test sheet / OTPs as witnessed.
Liaise with the ICAPS Coordinator and Punch List Coordinator of CONTRACTOR
Consolidate electrical pre-commissioning and commissioning progress.

Prepare the pre-commissioning and commissioning dossier for contracts without EPSCC
Check Systems conformity as per Single Line Diagrams. Perform follow up of Electrical punch lists and be proactive in punch list clearance process.
Validate any technical change or modification for electrical.
Compilation of Test Sheets & OTPs / Carry-out of Tests and OTPs when required
Assist / advise with installation of temporary HVAC, where necessary.
Red-line SLDs by system, for submission to engineering for as-built.
Measure: CONTRACTOR pre-commissioning progress reported on daily basis / Commissioning activities performed in the right sequence in order to allow early start / any deviations reported as soon as discovered / no delays due to commissioning activities not performed in the right sequence
Manage vendor electrical personnel.
Review and validate vendor reports.
Measure: No delay due to Vendor presence not requested on time / Vendor reports clear and incorporated in commissioning system
Responsible for the required electrical tools, consumables and spare parts follow-up.
Ensure proper preservation of electrical equipment.
Measure: No issues due to improper preservation of material / Spares are available for commissioning / no delays due to lack of spares
Uphold COMPANY HSEpolicies at all times. Attend relevant HSE meetings as required
Carry out Toolbox talks, prior to execution of Commissioning activities on daily basis.
Attend any meetings as requested by CSL.
Advise on resource requirements for the execution of all identified electrical Commissioning activities within Project plan, and manage effectively.
Complies relevant PTW for all electrical Commissioning activities, and associated JSA.
Measure: Daily report provided / no delay due to Commissioning tasks not prepared in advance / Commissioning schedule controlled and in line with Project Schedule

A. Duties:
Coordination of the DO-PJC Engineering Studies performed by Engineering Contractors.
With the support of Project Engineers based in Sanaa and Kharir (Yemen), draft the Scope of Work for sub-contracted Engineering Studies as required by Construction requests from Kharir Production site.
Build the technical dossier for the Engineering Studies Call for Tender, review Bidder technical documentation and draft the technical Bid evaluation.
Single point of contact for the awarded Engineering Contractors.
Follow-up and coordination of the Engineering Contractors, organize the meetings and site visits as required. Interface between DO-PJC in Sanaa and Kharir and Engineering Contractor at every stage of the Study (Technical clarifications, survey, basic and detailed Design, assistance to Procurement, to Precommissioning and / or to commissioning, …).
Get Engineering Contractors to conform to the commitments of the conditions of execution of the Service Order.
Weekly Report to the DO-PJC Manager of Engineering Contractors progress and flag any issue (spent manhours, allocated manpower, technical decisions, changes, deliverables, …).
Coordinate with Project Engineers based in Sanaa or Kharir and DGEP/TDO/TEC, as required, the review of all deliverables issued by Engineering Contractors.
Gives technical approval upon the Engineering Contractors invoices.
Build the Engineering Studies Final Dossiers, draft the scope of work for Construction and hand-over to DP-PJC Construction.

B. HSE:
Ensure and promote the use of the Company rules and specifications through out the activities.
Ensure that company HSE requirements are implemented in all Studies.
Assist DO management to ensure compliance with company safety objectives.

A. HSE:
By delegation of Company General Manager, he represents and ensure as RSES-D (Deputy Responsable Securite Environnement Site) the onsite responsibility for all HSE issues
Ensure and promotes the use of the Company safety and environment rules and specifications through out the works.
Ensure that Contractors is geared to comply at all time with safety rules, take actions as necessary in case of loosening, stop the Works any time if deemed unsafe, organizes tool box meeting and recovery plans.
B. Duties:
Supervision of the construction works performed on block-10.
Get instructions from the Engineering & Construction Manager, and coordinate all works with the Site Management Team.
Organize the Works management - Civil engineering and road maintenance, mechanical, structural, piping, pipe line, electricity, instrumentation - Quality Inspection and planning and gets Contractors to conform to the conditions of execution of the Scope of Work, Service Order or Contract.
Prepare SOW and issue RFQ for best quotation from site construction contractor. Prepare cost comparison based on quotations and submit to DO-EC Sana’a for final approval.
Prepare planning for project and construction request work in order to complete safe manner. Organize meeting, in case planed completion date is slipped to issue recovery planning in order not todelay for production.
Organize the Services he is in charge of: He gives instructions to his supervisors, gets the drawings, MTO and scope of work issued, seeks improvements in their abilities through advises and training
Ascertain the engineering, procurement and contract documents are complete and allow for the execution of the Works, Process, civil, mechanical, structural, piping, pipeline, instrument, electrical, safety, job specifications….
Interface and coordinate as necessary with Drilling, Operation and maintenance site team.
Organize the site visits in respect of CFT for works, gives clarifications as necessary.
Report to the Site Manager, attend the daily Production meeting and weekly meeting
Release the completion certificates with his staff having agreed - QC and supervisors.
Organize the local meetings with Contractors and Company Reps as required
Report to Engineering & Construction Manager in Sana’a - Issue a weekly report to DO-EC

Rotation 4/4, 7 days per week - Middle-Eat classified yellow zone.
Block 10 in the desert, uninhabited area, access by tracks
