Qatar has liberal laws, but not as liberal as its neighbor Gulf countries such as UAE or Bahrain. Qatar is a civil law jurisdiction. However, Shari'a or Islamic law is applied to aspects of family law, inheritance and certain criminal acts.

Immigration Law

Like other Gulf countries, sponsorship laws exist in Qatar. A working professional in Qatar needs to have a sponsor in order to enter the country and work in Qatar, and an exit permit given by the sponsor is a must should he decide to leave the country. It should also be stated that a sponsor in Qatar has the right to ban a working professional in Qatar from entering the country after his departure for at least 2 years. Sponsors also do not usually allow the transfer of one employee working in Qatar to another sponsor.

Labour Law

Non-Qatari professionals cannot start working in Qatar until the approval of the Labor department is granted, provided one of the below conditions apply:

  • The non-availability of a qualified Qatari worker registered in the registers of the Department to handle the position in respect of which the work permit is applied for.
  • The non-Qatari professional applying for the work permit in Qatar should earn a residence permit.
  • The non-Qatari national should be medically fit.

The work permit is valid for the permitted residence period and it usually cannot exceed five years unless the labor department approves it).Qatar has been a member of the International Labor Organization since 1972 Trade unions were not allowed until 2004. Now, workers can form trade unions and professional associations.
