The Halcrow Urban Water team deals with a range of public and private sector clients and provides specialist technical advisory and project management services on water industry projects in the Middle East. Due to continued growth and opportunities we are looking for an experienced Principal Engineer with extensive design management experience in water projects to join our team in the UAE.
Reporting to the Team Leader, you will be responsible for the delivery of water projects and will, therefore, have extensive experience in design review and project management of major water projects. You will play a key role in the development of new business as well as the tender preparation process; the ability to provide technical and commercial / contractual input is critical. As the interface between key stakeholders, which include the Client and various Government Departments, excellent communication, negotiating and influencing skills are essential. Both English and Arabic language skills are key to this role. Due to the nature and locations of the projects, travel is a major component of the role and, therefore, applicants must be willing to spend regular periods away from their home base.

Basic Qualifications
Minimum of 10 years experience as a Principal Engineer involved with wastewater projects.
Demonstrable design review and Project Management experience with wastewater treatment plants, wastewater pumping stations and wastewater / drainage networks.
Experience with business development and winning new work.
Technical and Commercial experience with tender preparation.
Experience of working with local Clients and dealing with Government Departments.
Excellent communication skills, both written and verbal, with the ability to influence key stakeholders.
Chartered or Professional Engineering registration.
Bachelors Degree in Civil Engineering. Preferred Qualifications:
Familiar with Design & Build contracts.
Experience leading the tender preparation and submittal process.
Current or previous experience working in the Middle East . Fluent Arab language skills.

Roles and Responsibilities:

• Perform routine/complex preventative maintenance work and/or corrective activities for all system components that comprise the PAS (Process Automation System).
• Definition, design, and implementation of PM scope.
• Deploy latest system software, patches and updates (including Honeywell On and Off Process Migrations)
• Deploy latest security and antivirus updates across the PAS.
• Identify and contribute, where relevant, to hands-on training of other PAS Maintenance Team members.
• Understand and adhere to the ‘management of change’ (MoC) process.
• Responsible for all activities pertaining to the requesting, accepting and closing of permits to work (inclusive of performing risk assessment and site impact analysis, peer reviews ensuring the necessary approvals and controls are in place before work proceeds and that the implementers are aware of the limits and restrictions of permits)
• Raise the necessary SR’s with the relevant Honeywell Technical Assistance Centre and follow issues through to resolution.
• Escalate any SR issues considered to have either a serious impact or political impact to the System Custodian immediately.
• Maintain pro-active relationship with customer.
• Take part in an on-call rota to support the operational availability of the PAS out of normal working hours.
• Support site start-up and commissioning activities working closely with operations.
• Adhere to, and ensure the full adherence of others to the sites mandatory Process Control Domain security requirements

PROPOSAL MANAGER (FACILITY MANAGEMENT) – (Arab Nationals only) Job - Kharafi National KSC (Closed)

MAIN PURPOSE OF JOB

To assume overall responsibility for managing, co-ordinating and administering of the Company proposal effort on all selected proposals, from the BID/NO BID approval cycle through to submittal of the BID to the Client, incorporating the pre-bid stages of definition, planning, conceptual engineering, procurement, construction and start-up, including operation and maintenance requirements, risk assessment, estimating and interpretation and clarification with others on contractual, commercial and technical terms and conditions and required deliverables in compliance with the RFP. To include all negotiations, jointly with the Tendering Manager.

JOB OBJECTIVES

1. To organize staff and lead KN team to ensure proposal targets are achieved and met in conformance with the RFP requirements.
2. To coordinate with Contracts, in reviewing the prime contract documents and data, develop risk profiles and establishes plans, schedule and budgets for proposal obligations and review the technical input.
3. To take the lead in co-ordinating the planning and execution of the work with organizations such as Operation, Engineering, Procurement, Project Controls, Construction, Commissioning and other services to achieve a compliant Proposal.
4. To initiate and direct the planning and development of the Preliminary Project Execution Plan (PPEP), scope definition, project procedures, budgets, and project schedules.
5. To review Proposal Summary and lead the presentation of the Proposal to KN senior management for their review and approval.
6. To ensure that all Client’s contacts, including major correspondence and working relationships between KN and the Client, is maintained throughout the duration of the proposal. Monitors and controls all contractual commitments to ensure that all work is being performed in accordance with the RFP, specifications, drawings and “terms and conditions” of the RFP.
7. To review procurement strategy to ensure compatibility with proposal project plans, schedules, and budget.
8. To conducts periodic proposal and Client’s meetings to review progress and discuss issues. To ensure the project teams resolve problems involving co-ordination, schedule and the setting of priorities.
9. To prepare or direct the preparation of progress and special reports to KN management.
10. To provide, on behalf of KN, for the administration of consultants providing engineering services, construction services, materials, or equipment for the proposal.
11. To oversees the preparation of the Project Summary and “back-up” for KN management.
12. To assist in the training of new proposal/project managers through both formal training courses and on-the-job training.
13. To promote the management concept of Continuous Improvement (CI) among all members of the project team.
14. To promote and practices team building across the project.
