Description du poste
• Provision of ethics advice:
Provide timely & confidential ethics advice & guidance to staff members;
Manage the ethics helpline, monitor trends & conduct analysis into the root causes of ethical dilemmas for staff;
Assist in the management of relevant confidential files & information;
Conduct complex organizational, managerial &/or legal research;
Consult & liaise with a number of Departments/Divisions/Sections/Offices &/or other parties, with regards to advice & requests, including Divisions within IOSD, Legal Office (Staff Assistance), Human Resources Department (HRD) & Department of Legal Affairs (DLA);
• Protection Against Retaliation (PaR) matters:
Advise staff on the Agency's PaR policy & internal grievance mechanisms; conduct preliminary review of staff PaR requests & drafts prima facie case findings;
Develop management recommendations, where appropriate;
Engage with UNRWA internal justice system bodies on retaliation cases;
Remediate situations when retaliation has occurred & effectuate consultation/resolution process; employ creative solutions to prevent retaliation & reduce instances of formal complaints;
• Provide assistance to develop ethics training materials & programmes; provide assistance to develop outreach materials & ensure engagement & outreach by the Office with all staff members; facilitate ethics training & outreach workshops, in close cooperation with HRD at Headquarters and Field Offices; assist in managing the implementation of ethics e-learning;
• Administer the Area Staff Outside Interest Disclosure Programme; provide guidance and advice to staff members on disclosure issues; review the disclosure form and bring potential conflicts of interest to the attention of the Chief, Ethics Office.
Desirable Qualifications
• Prior work experience with UN organizations;
• Experience in developing and providing training.
Additional Information:
The incumbent will be required to travel, as needed, in the Agency’s area of operations in the Middle East.
Equivalency:
When the minimum requirements are not fully met, Director of Human Resources, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
Conditions of Service :
The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary starting at JD 1010.80 plus special occupation allowance of 69.90% from the basic salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).

Compétences
Professional Knowledge & Experience:
•Advanced university degree in law, public administration, human resources management or related area;
•A minimum of 7 years of progressively responsible experience in law, corporate compliance, organizational ethics, staff misconduct & investigation, employee relations or other related fields;
•Excellent command of spoken & written English & Arabic.
•Communication: Speak & write clearly & effectively; listen to others, interpret messages from others & respond appropriately; tailor language, tone, style & format to match the audience; demonstrate openness in sharing information & keeping people informed;
