    Head of Resources

    British Council Egypt - Le Caire, Egypte


    Description du poste

    Purpose of job:
    To lead on the strategic management of all resources for the Egypt operation and ensure that all functions (Estates, Administration, Finance and IT) meet corporate, regional and local standards and effectively and efficiently support all country operations.
    To contribute to the strategic development and management of the directorate and to articulate and represent, internally and externally, the corporate aims, values and objectives of the British Council Egypt in the capacity of Head of Resources.

    Accountabilities, responsibilities and main duties
    •Prepare GPS annually to corporate standards
    •Monitor financial indicators and establish financial tools and control policies in liaison with Director and management to audit standards
    •Oversee the Egypt Financial Control and Compliance Framework (FCCF) and ensure compliance on a monthly and quarterly basis, highlight risks areas and engage the relevant staff as appropriate.
    •Ensure that finance staff offer good quality customer service to the satisfaction of stakeholders and operate efficiently and effectively to the satisfaction of Director
    •Ensure high quality and timely reporting to HQ
    •Manage country overhead/platform budgets.
    •Monitor and update office approval limits.
    •Oversee examination of financial reports such as office balance sheet, trade debtors, staff travel advances in addition to accruals and QBR reports. Take appropriate action to eliminate risk.
    Strategic management of resources, including premises, security, IT and administration to corporate standards, ensuring health and safety standards, environmental standards and local legislation requirements are met.
    •Develop and implement a strategic approach to procurement, administration and estates services
    •Ensure that the Resources Team meets agreed Service Level Agreements, is offering good quality customer service to the satisfaction of stakeholders
    •Oversee management of office premises and ensure fit for purpose
    •Conduct strategic procurement review and implement changes.
    •Ensure regular review and updating of Approved Suppliers list
    •Manage office procurement and assets management processes ensuring compliance with BC standards
    •Manage IT infrastructure, working with a team of IT assistant//manager/power users and liaising with GSD to ensure IT services in Egypt are not disrupted. Longer decisions need to be agreed on staffing of Egypt IT team
    •Managing outsourced suppliers that provide security, cleaning, gardening and building maintenance. (The effective management of contractors is an ongoing area of concern that requires attention).
    Team Leadership and Team Development
    •To build and lead an efficient, integrated and motivated Resources team, which champions British Council values, meets all Performance Management and Professional Development standards and works effectively with colleagues across all activity streams
    •To effectively line manage (Manager Estates & Admin, Manager Accounts, Manager IT) and support professional development according to standards of Performance Management and Professional Development and ensure effective knowledge sharing between colleagues
    •To proactively participate in the corporate Performance Management and Professional Development system and keep professionally updated in related areas

    Senior Leadership Team
    •To contribute to the development and delivery of country and regional strategy and contribute to effective implementation of change projects
    •To model the values and principles of an integrated country operation, by championing and facilitating knowledge-sharing and integration across activity streams and by representing British Council values and purpose in all internal and external communications and relations

    Compétences

    4. Language:
    Excellent written and spoken English - CEF C1
    Excellent written and spoken Arabic - CEF C1. Both to be tested
    5. years proven track record in Finance and Resources Management
    6. Proven experience of managing large scale IT and/or premises projects
    7. A diploma or graduate level Finance or Commerce qualification or AAT, ACCA.
