Job Purpose

WFP Lebanon supports safety net programmes for the poorest Lebanese; namely, the National Poverty Targeting Programme (NPTP) and the Emergency Social Safety Net (ESSN) Project that target 75,000 and 147,000 extremely poor Lebanese households, respectively. WFP, apart from its role in managing the cash-based component of these interventions, and its continued advocacy with donors to ensure that sufficient funding is available to cater for the needs of the extreme poor, also extends technical assistance support to the Ministry of Social Affairs to enhance the Government’s ownership and management of the NPTP. This position will be focusing on three technical areas of this technical assistance portfolio: (1) Digitalization of the delivery of social safety nets; (2) Establishment of Grievance and Redress Information System (GRIS); and (3) Strengthening the M&E system for social safety nets managed by MOSA.

The person selected will lead on the establishment of a Beneficiary Data Management System (BDMS) for MOSA, which will primarily serve the NPTP before it grows into a fully-fledged system linked with other existing or future social assistance programmes managed by different governmental and non-governmental agencies. The incumbent will additionally oversee the development of GRIS which aims to provide a formal mechanism for receiving complaints and feedback from people of affected communities to ensure that they have a vehicle to voice out their concerns. The Storekeeper is responsible for the proper handling and storage of goods in the warehouse in accordance with standard operating procedures (SOPs).

OBJECTIVES AND TASKS

Storage of goods and warehouse activities (20%)

Performs a complete physical count of incoming consignment and immediately reports to the direct superior any discrepancies between the physical count and the quantity mentioned in cargo accompanying documents.

Performs quality control of arriving goods with regard to packing integrity, labelling, expiry dates and physical appearance of the goods.

Put-away of goods into stock (separately according to batch number, expiry date and purchase order reference (number) together with the respective bin card.

Issues and/or updates Bin Cards after each reception.

Order picking and packing (40%)

· Pick and packing consignments according to picking tickets (or equivalent)

· Immediately record the picked items in the respective bin card

· Record any discrepancies between the batches stated in the picking ticket and actually picked batches

· Report any discrepancies for follow-up and correcting all related document

· Immediately report any stock out if noticed during picking.

· Pack cold chain items in appropriate cold boxes with sufficient ice packs according to the equipment instructions

· Provide protective packing for breakable items

· Return the picking ticket (or equivalent) with corrections as well as the parcel number of each item, total number of parcels and total weight for issuing packing list.

· Ensure that all consignments are packed appropriately and weighted

· Mark parcels with consignee, destination, order number and parcel number

Loading and dispatch of goods (5%)

Organizes loading of consignments according to instructions from the direct superior.

Control Warehouse facilities (5%)

Reports any damages or need for repairs to the direct superior.

Maintains tidiness and cleanliness of the warehouses

Keeps the facility's equipment and materials neat, clean and orderly and reports any issues.

Ensures the proper disposal of waste materials that could be reused (carton boxes).

JOB SUMMARY

-Participates in planning of the field trips.

-Facilitates and assists the detention doctor in assessing and analyzing the function of the prison health system, identifying the needs and possible solutions with the contextual background.

-Assists the Detention Doctor in defining, implementing and monitoring HCD project(s).

-Collects (and translates when necessary) data and relevant documents in relation to health assessment in the places of detention.

-Contributes to health needs assessment and/or health screening in places of detention, as required.

-Contributes to the ICRC’s assistance responses monitoring as required.

-Contribute to ensuring safe access to and continuum of care for detainees. To this end, maps and links the ICRC's resources with existing, functioning local systems.

-In collaboration with the detention doctor, advocates the responsible authorities of places of detention for access to health care of detainees within the prison health care structure and referrals to the external health care facilities like public hospitals around the area.

-Using the institutional tools for the monitoring of health in detention programs and activities, as required.

-Implements and evaluates the progress situation of the health care service and hygiene conditions in the previously visited places of detention.

-Follows up on all work-related messages and correspondence with the relevant contacts and departments

-Follow up of medical orders as well as medical equipment and drugs, as required.

B. Reporting 40%

-S/he initiates and enters data in the relevant ICRC databases and monitoring tools as required by the detention doctor.
