    UNRWA is the United Nations agency responsible for the protection, care and human development of a population of some 5 million Palestine refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon and the Syrian Arab Republic. UNRWA is committed to assisting Palestine refugees in maintaining a decent standard of living, acquiring appropriate knowledge and skills, enjoying the fullest possible extent of human rights, and leading a long and healthy life. UNRWA is the largest UN operation in the Middle East with more than 29,000 staff. Most of these staff are refugees themselves, working directly to benefit their communities - as teachers, doctors, nurses or social workers.

    UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. For its local team, where, UNRWA is seeking to employ a qualified: Social Development Specialist The incumbent of this post reports directly to the Chief Relief and Social Services HQ (Amman). In accordance with Agency policy and procedures, the incumbent will: Primary Duties and Responsibilities: • Be responsible for the technical aspects of the Social Services programmes Agency-wide to ensure that the programme objectives and strategies are met; • Contribute to the formulation of the Social Services strategies and objectives in compliance with UNRWA’s overall policies and the development and periodic update of the Social Services Policy and Guidelines and monitor adherence by the concerned staff in the fields;• Provide technical guidance to the Field Social Services Officers and Programme Officers responsible for the implementation of the social services programmes to ensure proper implementation of all services and activities in terms of planning, managing, monitoring and evaluation;• Identify the human resources and technical skills required for the Relief and Social Services staff, related to his/her domain, in coordination with Field Offices and advise on staffing structure; manage their technical development, identify training needs and deliver specialized training, as required;• Contribute to the annual programme of work, including developing key performance indicators (KPIs) and budget preparation; review and technically analyse the Fields’ reports, provide feedback and make appropriate recommendations; prepare periodic and Ad-hoc reports for internal and external use and plan and conduct the annual meetings for Programme Officers;• Provide the Fields’ Relief and Social Services (RSS) staff with information and consultation regarding partnership initiatives network with other UNRWA programmes and local/national and international NGOs in promoting a multi-disciplinary and participatory approach to community development;• Review projects related to social services programmes prepared by the Fields and provide technical input.

For its local team, where, UNRWA is seeking to employ a qualified: Accounts Officer (General Ledger and Systems) The incumbent is responsible to Financial Accounting and Systems Officer. In accordance with Agency policy and procedures, the incumbent will: Primary Duties and Responsibilities: • Prepare detailed analysis and reconciliations for the transactions between HRM, Payroll and General Ledger transactions and ensures integrity of transactions between the modules;• Prepare necessary schedules and reconciliations to ensure the monthly and year-end financial statements are completed on a timely basis;• Review Agency-wide open items on periodic basis and ensure these are cleared as per the process; review, coordinate and prepare necessary transactions in REACH system to ensure there are no outstanding balances; • Coordinate with Field departments to ensure the input and explanations are received for the reconciliation and analysis prepared on day-to day basis;• Test the change requests and program changes to the existing or custom reports, programme or standard system functionality in REACH system for tickets as per the instructions sent by the Information Management Department (IMD), including preparation of test results, reconciliations and other supporting documents required to close the change requests and tickets;• Manage the month end closure process such as programme support costs, interest calculation, net salary reconciliation, severance and Early Voluntary Retirement (EVR) utilization report and other processes as assigned including coordination with other departments to ensure activities are completed within the stipulated timeline;• Conduct training and workshops on the accounting process in REACH system to other Finance staff within the department and other departments as per the training plan approved by the Chief of Accounts;• Respond to United Nations Board of Auditors (UNBOA) queries on the schedules and transactions submitted for the audit; prepare necessary charts, tables and other inputs required;• Prepare instructions, policies and manuals as may be required for specific REACH processes.
