The United Nations Development Programme (UNDP) actively supports Jordan in achieving sustainable development, leading to transformative change and tangible improvements in people's lives. This is achieved through the design and implementation of policies and programs that address the country's development challenges. UNDP emphasizes considerations such as Gender Equality, Private Sector Engagement, Environmental Sustainability, and Innovation, aligning local development solutions with the 2030 Agenda.


Collaborating with the European Union, UNDP aims to enhance the social and economic well-being of vulnerable refugees and host populations in Jordan, reducing relative inequalities. This collaboration focuses on effective funding planning, coordination, and management, strengthening institutional capacities at the Ministry of Planning and International Cooperation (MoPIC) to manage the Humanitarian, Development, and Syria Crisis Response (HD&SCR) efficiently. The Project seeks to align funding management with national priorities, international commitments, and responses to the Syrian crisis, accelerating Jordan's progress toward human and sustainable development.


The objective will be achieved through (1) Supporting the strengthening of human, institutional, digital, and technical capacities for HD&SCR funding coordination and management within MoPIC, targeting, namely, the Foreign Funding Unit and the Humanitarian Relief Coordination Unit. Support will also be extended to MoPIC-related departments and sections, including the Aid Coordination Section (ACS); (2) Enhancing alignment of aid with national priorities and international commitments through dialogue, empirical data, and research; (3) Strengthening partnerships, communication, and ODA diplomacy.


The project will be strengthening an Official Development Assistance (ODA) research and report function as a source of information on foreign funding priorities, opportunities, flows, and future trends. The ODA Research Desk will also support Economic Diplomacy associated with economic policy issues, and standard-setting organizations, monitor and report on economic policies related to refugees in foreign countries, and provide MoPIC with advice on how to best engage successful models through localization to the Jordanian context to better enhance refugees and vulnerable host communities’ resilience. The project will strengthen national partnerships and international ODA and economic diplomacy will foster effective HD&SCR aid funding. 


Institutional Arrangement


The ODA Reporting Analyst will work under the guidance of the Governance and Peace Pillar Team Leader and in collaboration with the Project’s Team at UNDP and the Ministry of Planning and International Cooperation.
 


Duties and Responsibilities

The ODA Reporting Analyst will undertake the following tasks and responsibilities:


Conduct Research around development and Humanitarian funding and Financing:


  • Conduct ODA Research to enhance development assistance to Jordan and learn from best practices in the field. 
  •  Strengthen the reporting function at the International Cooperation Department/ Aid Coordination Section (ACS), as a source of information on foreign funding priorities, opportunities, flows, actual & forecast spending, and future trends. 

 Promote and strengthen ODA diplomacy and South-South and Triangular cooperation. 


  • Fostering partnerships between Jordan and the international community to establish a tested and effective model for aligning systems for data collection around funding streams, results, and impact measurement.
  • Facilitates knowledge building on South-South Cooperation for Development
  • Establishes and coordinates strategic partnerships with bi-lateral and multi-lateral donors, the private sector, and civil society organizations.
  • Strengthen coordination and outreach related to ODA with the broader donor community. He/she will be mandated to strengthen dialogue, national partnerships, and international ODA coordination efforts toward effective HD&SCR funding.

Foster Analysis around ODA


  • Identification, and analysis of best practices and lessons learned in the area of South-South Cooperation for Development.
  • Monitor and report on economic policies related to refugees in foreign countries and provide MoPIC with advice on best practices and effective approaches to engage successful models through localization to the Jordanian context to better enhance refugees and vulnerable host communities’ resilience.
  • Combine data analysis, policy monitoring, advisory services, and stakeholder engagement around the response to the Syrian Refugees Crisis to enhance international cooperation in this critical area.
  • Monitor and report on policies related to refugees in foreign countries and provide MoPIC leadership with advice and insights on how to best engage successful models through localization to the Jordan context to better enhance refugees and vulnerable host communities’ resilience.
  • Any other activity required by the supervisor related to the post.

Facilitate Knowledge Management and Capacity Building


  • Contribute to the development and dissemination of knowledge products related to ODA and humanitarian financing.
  • Provide training and capacity building to relevant stakeholders on ODA-related topics and best practices.

Facilitate Resource mobilization related to ODA:


  • Contribute to the creation of strategic partnerships and implementation of resource mobilization. 
  • Analysis of information on donors, preparation of donor’s profile and database, establishment of contacts with donor counterparts; Tracking and reporting on mobilized resources; 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
  • Advanced University degree (Master’s degree or equivalent) in Economics, Finance, Business Administration; International Relations; Political Economy; International Development, or related fields is required, or
  • A first Level university degree (Bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

Experience:
  • Up to two (2) years (with a Master’s degree) or minimum two (2)  years (with a Bachelor’s degree) of relevant experience in reporting on development and humanitarian aid official development assistance programmes/strategies of major donor countries is required.

Required Skills:


  • Proven experience in conducting research. 
  • Strong experience in analytical and research skills
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)

Desired Skills:


  • Proven Experience in conducting ODA Research and in funding and financing modalities for humanitarian and development aid for Jordan. 
  • Experience in aid finance forecasting. 
  • Proven experience in supporting South-South and Triangular cooperation and partnerships. 
  • Proven work on partnerships and coordination mechanisms with the broader donor community in Jordan.
  • Proficiency in data analysis tools and software, and reporting templates and systems.
  • Experience on economic policies related to refugees in foreign countries and the humanitarian portfolio of Syrian Refugees in Jordan and refugees at the regional and global levels.

Required Languages :


  • Fluency in English and Arabic is required
