Role Purpose


The Senior Contracts Manager manages the full life cycle of multiple consultancy services and construction contracts from initiation to final closeout while ensuring the necessary contracts tracking systems are implemented. The Senior Contracts Manager will plan, develop, and implement consistent policies and processes to manage the formation, award, and administration of contracts with the aim of supporting the Company’s objectives.



KEY ACCOUNTABILITIES & ACTIVITIES



Key Responsibilities



  • Develop and implements policies, processes, and procedures for the governance of contract management and administration functions in compliance with the Company’s policy.
  • Provide oversight to Programme Director on contract inception, implementation, and closeout activities, including preparation of contract briefing materials, required approvals, and audit file documentation.
  • Integrate the Company’s plan of work into the procurement and contracting models.
  • Develop all the necessary forms and documents required for the procurement of consultancy services and construction works. 
  • Liaise with legal department in drafting standard templates for contracts including contractual provisions based on contract strategy discussions, management input, and Company’s policies.
  • Liaise with procurement department in identification and selection of appropriate procurement models for incorporation in the strategic approach to the delivery of services and construction works packages.
  • Liaise with the procurement department in respect of advance review of construction plans and specifications, in preparation of tender documents, management of pre-tender and post-tender clarification meetings, addenda preparation, and contract negotiations.
  • Provide leadership, direction, and control in respect of preparation of tendering documents, negotiation, and the administration of contracts following the Company’s policies and legal requirements.
  • Develop and enforce administrative procedures for effective and economic performance within terms and conditions of the contract and the Company’s policies. 
  • Identifies, manage, and control key legal, commercial, and contractual risks that arise in the context of procurement and contracting.
  • Develop and implement standard operating procedures and manuals for variations management, claims management, communication protocols, etc.
  • Develop and direct contracting management strategies with each consultant and contractor in terms of managing contract exposure, managing disputes, and resulting claims in an effective and efficient manner.
  • Provide commercial and contractual expertise through assessment, review and mitigation of commercial and contractual risks.
  • Review and control contractual performance of contractors and consultants to ensure compliance with terms and conditions of contract.

BACKGROUND, SKILLS & QUALIFICATIONS



Knowledge, Skills  and Experience


  • Minimum 15+ years post-graduation relevant experience in construction industry procurement and related commercial experience.
  • Proven track record of effective and successful delivery in a relevant procurement/commercial role.
  • Excellent communication skills across multiple levels of management.
  • Proficient in verbal and written English language.
  • Excellent analytical thinker and strong problem-solving ability.
  • Ability to work effectively in a fast-track environment and to multi-task across a number of concurrent activities.
  • Team player with ability to work effectively within a multinational organization.
  • Focused on results and deadlines.

Qualifications


  • Relevant Bachelor’s Degree in Engineering, Construction Management, Quantity Surveying or similar.
  • Membership of a relevant industry Professional Body preferred.
