I wish I could say yes. However, with the technology and resources available today, not all waste can be reused/recycled yet.
Still, I believe that nothing is created in vain. So perhaps in the future, more of the today-not-recyclable items such as plastic bags -or even radioactive waste- can find a way to be reused. Many things that we can reuse/recycle today were once plain garbage.
Hopefully we can see more and more of those rubbish-is-business, trash-to-cash technology so we can get closer to a "yes" to answer your question.
Most of the waste generated can be of use. Like in industries, waste from one process can be of use to other industry as a raw material in manufacturing. The domestic organic waste generated from kitchen can be used in generating biogas and the left over is manure. Examples are many. If you have any specific waste which can be used somewhere, let me know. I can suggest some solutions to it. I have done various projects on waste to energy, recycling, etc.
