What is the quality key that makes the success route shorter, a sharp management or a political leadership?

Appreciate your focus is on the "Success Route" . The end result - SUCCESS is surely achieved if the route is perfect. According to me one will require both sharp management and leadership to be successful, as both these terms are complimentary and not competing.
