How can power transmission lines be safeguarded from social factors - vandalism, sabotage etc. for the effective evacuation of power to be distributed?

Each and every  HV  current carrying transmission line tower is fitted with an Anti-Climbing Device(ACD) which is a barbed wire arrangement on each of its leg plus it has several danger/hazard signs installed on its bracings so that such kind of people could be avoided or kept at a distance.
