A baseline is a reference point in the software development life cycle marked by the completion and formal approval of a set of predefined work products.

Baselines are also used to identify the aggregate of software and hardware components that make up a specific release of a system.

 

The baseline in project management refers to the initial cost, scope and schedule of the project. The baseline functions as a measure so the project will not deviate.

Usually baseline values in PM will be:

- Original Scheduled Start and Finish Dates

- Planned Effort (may be expressed in hours)

- Planned or Budgeted Cost

It's true.  Baseline is used in both disciplines.  In PM it's used to track changes in scope.
