The inferiority complexes of the organizations who are hiring.
Actually, they are considered and hired for many of those jobs. There are several possible answers as to why an applicant would be rejected / not considered for such a position:
1. Difficult accent to follow.
2. Command of spoken English is weak.
3. Displaying grammatical errors in spoken and written forms.
4. Has not acquired enough experience.
5. Is not a right fit for the environment etc.
