I have got a high end 3ds max file with over 100 lights. I can not compromise with quality at all. What is the way to optimize my scene?

make sure your detailed Geometry is exported as proxy( and instanced if more than one element) and for the lights try to turn off lights that doesn't appear in your render ( each camera with a set of lights)
