Majority of academic and non academic institutions in developing countries are always in crises and doldrums situation. Agree or not?

Generalization should be avoided. Crises and doldrums situation need to be defined. Each situation is unique. We need to learn about scope of issues,limits and constraints. 

Disagree - a huge number of organizations do face problems but not a majority.
