What are the key factors that need to be considered during making company's H.R. policies? Any suggestions please.

I think2 things , first try to make the best for both ( Your Company and Your Employe as well ) , second you MUST write in it the policy which is real and can be applied in your company and not a theoratically policy only  in order all the company belive in it.
