TITLE:  Information Management Officer (Senior) – Northwest Syria Nutrition Cluster
TEAM/PROGRAMME: Nutrition Cluster LOCATION: Gaziantep, Turkey
GRADE: 4A   CONTRACT LENGTH: 1 year, renewable

CHILD SAFEGUARDING: 


Level 3: the post holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



  • ROLE PURPOSE: 
  • The Senior Information Management Officer (IMO) will be responsible for improving the timeliness and comprehensiveness of 4Ws reporting, representing the Northwest Syria (NWS) Nutrition Cluster in relevant working groups, providing IM-related input for the Syria Cross Border Humanitarian Fund (SCHF) and Humanitarian Program Cycle (HPC), and suggesting and executing measures to improve the collection, analysis, dissemination, and management of other information relevant to the Nutrition Cluster. The Senior IMO will also coordinate and supervise all IM work and contributions from Nutrition Cluster partners.

Role Dimensions: Role requires contacts with multiple partners and stakeholders, from I/NGOs and local CSOs to gather, validate and analyse data. The role is responsible to supervise and coordinate IM work and contributions from Nutrition Cluster’s partners



KEY AREAS OF ACCOUNTABILITY : 


Information Management to support Nutrition Cluster Coordination Functions (based on Humanitarian Programme Cycle and cluster core functions supporting service delivery, contributing to HC/HCT strategic decision-making, developing Nutrition Cluster strategies, monitoring and evaluating performance, advocacy, build national capacity in preparedness and response).


Support service delivery, and monitor and evaluate performance:


  • The senior IMO will facilitate the submission of timely, accurate, and comprehensive data by Nutrition Cluster partners. This will include training sessions for partners as well as ad hoc support to individual partners. The senior IMO will be responsible for receiving monthly submissions, cleaning submissions, and following up with partners when necessary. The senior IMO will share 4Ws with relevant stakeholders (OCHA, WoS, Nutrition Cluster members) and represent the Nutrition Cluster in relevant working groups, clusters, or at other meetings.
  • Train partners, to enhance their information management and reporting capacity, collecting their inputs, consolidating and cleaning data.
  • Engage in the regular coordination meetings at the sub-national level and national level to keep abreast of the changing situations on the ground and build a relationship with partners
  • Support with translation as may be required.

Reporting and Outputs:


  • The senior IMO will be responsible for preparing and submitting relevant reports, particularly monthly 4W reports. This will include building upon and updating the 4Ws dashboard/bulletin.
  • The senior IMO will also review reporting templates, assessment questionnaires, and other information collection or management tools.
  • The senior IMO will suggest and implement relevant improvements, in coordination with data collection partners, to increase the EC’s understanding of the location and severity of nutrition needs as well as gaps in nutrition programming

Support Nutrition Cluster Participation in HPC


  • The senior IMO will support the Nutrition Cluster’s participation in the SCHF and HPC among others. This will include support for the Humanitarian Needs Overview (HNO), which might involve input on indicators for the Multi-Sector Needs Assessment (MSNA), relevant support on the sectoral calculation of People in Need (PiN) and sub-district severity scores, etc., and curation of data required for the HNO and/or the Humanitarian Response Plan (HRP).
  • Support the Cluster advocacy efforts by contributing to the creation of visuals, graphs, dashboards, and reports that highlight nutrition needs of children, including the most marginalized and hard-to-reach

QUALIFICATIONS, EXPERIENCE AND SKILLS


Essential:


Experience:


  • At least five (5) years of experience in data collection and conducting data analysis, either as part of designing and implementing monitoring, evaluation and learning (MEL) or data management systems, preferably in an INGO.
  • Strong preference for previous experience in nutrition and/or humanitarian programs
  • Computer literacy and competency in use: Microsoft Office software, including some advanced skill with Microsoft Excel and other contemporary statistical management software.
  • Experience with PowerBi or other data visualization tools preferred

Skills:


  • Good interpersonal and communication skills and demonstrable ability to work across different stakeholders taking part in the nutrition cluster.
  • Good organizational and planning skills, including ability to manage a number of urgent priorities which arise in humanitarian coordination.
  • Ability to independently and proactively work as a team member with minimum day-to-day oversight
  • A high level of written and spoken English and Arabic

Knowledge:


  • Ability to develop and utilize appropriate methods and tools to support high quality data collection and analysis.
  • Proven skills in transforming data to information, which is impactful and accessible to different audiences, and communicates to all stakeholders the intended purpose of the data collection.
  • Capacity to communicate this information across a number of different channels and media.

  • Commitment to uphold an inclusive approach to the work of the nutrition Sector; further, an understanding of the four humanitarian principles as well as conflict sensitivity and “do no harm” approaches.

Desirable:


  • Previous experience with the humanitarian program cycle and/or within humanitarian coordination structures.
