Job Purpose- To offer expert knowledge and skills
in order to generate and promote a positive quality based health, safety and
environmental culture by keeping people safe from health and safety hazards,
and free from injuries and accidents in the workplace, In addition maintaining
up to date risk and resilience plans to cater emergencies and crisis. This
represents a key role in helping to control CASS risks by ensuring all related
legislations are adhered and policies and best practices are adopted in
accordance with client set policies to minimize operational losses, HSE
problems, accidents, and injuries, and be ready to respond to any emergency.
Key responsibility is to manage and maintain the sustainability of QHSE
requirements throughout the Life Cycle, from Concept phase to Decommissioning
and Disposal Phase.
•Ensure
compliance to client’s HSE, Sustainability, Risk and Resilience Policies and
advice the management on HSE, Sustainability, Risk and Resilience matters to
promote HSE and resilience culture throughout the Corporate Administrative
Support Services.
•Ensure
compliance with HSE, Sustainability, Risk and Resilience International
standards requirements and corresponding client Corporate and CASS procedures.
•Develop and
establish CASS level HSE, Sustainability, Risk and Resilience policies,
procedures, plans and action strategies for the implementation of the systems
to ensure attainment of Organizational goals and objectives, and adherence to
the intent of the Risk Management program.
•Facilitate
and coordinate the implementation of Risk Management Programs throughout CASS
with department heads and assigned department staff.
•Provide
professional support, guidance, and advice on the CASS systems in place and its
projects regarding HSE, Sustainability, Risk and Resilience issues.
• Conduct /
Review risk assessments and recommend mitigation measures and how risks could
be reduced by outlining safe operational procedures which identify and take
account of all relevant hazards.
• Educating
and informing staff and managers on identified hazards and provide professional
advice on HSE, Sustainability and Resilience issues and risk control measures.
• Liaise with
client Department to obtain any changes or proposed changes to the legal and
other requirements affecting the organization from HSE, Sustainability, Risk and
Resilience aspects and establish systems to monitor compliance with such
requirements.
• Advice
legal changes to working practices that are safe and comply with changes or new
legislations.
• Ensure to
be up to date with new legislations and liaise with officials from the
regulatory authorities to ensure CASS is compliant with applicable mandatory
legislations.
• Identify
and manage areas of HSE, Sustainability, Risk and Resilience concerns within
all functions of CASS.
• Plan
practical and effective methods, both preventative and remedial, of promoting
HSE, Sustainability, Risk and Resilience and safe working practices.
• Advise on a
range of specialist areas, e.g., fire regulations, hazardous substances,
safeguarding machineries, and occupational diseases, etc., as, and when
required.
• Conduct
regular inspections and planned audits to confirm compliance to HSE,
Sustainability, Risk and Resilience requirements and provide
improvement notifications stating the non-conformances.
• Supervise
and ensure the regular inspection of firefighting, safety, and emergency
equipment’s and first aid supplies within the scope of CASS.
• Propose
corrective and preventive action plan with proper root causes analysis as
required and ensure their implementation.
• Provide
appropriate HSE, Sustainability, Risk and Resilience inductions to employees,
contractors, and site visitors as per predefined awareness plan.
• Institute
proper procedures for accident/incident reporting, investigation and costing of
injuries, ill heath, damage, and loss to enable the design / promotion of
action to preclude their recurrence.
• Respond to
and investigate accidents and enforce actions as necessary under the guidance
of RSEMS and EMT Leader and support and advice of SRRPD relevant teams.
• Monitor
that the departments maintain records of incidents and accidents, analyze
accident data, and recommend proactive solutions to reduce the frequency and
severity of accidents.
• Assist in
developing site-specific emergency responses procedures and evacuation plans.
• Coordinate
the implementation of Crisis Management Procedures integrating client Crisis
Management System with CASS Emergency Management Team.
• Ensure
regular emergency response exercises and drills are conducted to ensure the
highest level of preparedness in any emergency.
•Maintains
records of such drills, providing recommendations for emergency response
improvements.
•Select,
engage, control, and supervise Contractor activities to confirm compliance to
HSE, Sustainability, and Risk and Resilience requirements.
•Assess, review,
and improve the HSE performance of contractors, consultants, partners, and
suppliers involved with CASS’s function.
•Development,
implement and coordinate HSE improvement programs for CASS to minimize HSE
risks to people and property.
•Benchmark
CASS standards, practices, and procedures against local and international best
practice.
•Responsible
for preparing written periodic HSE, Sustainability, Risk and Resilience
management reports, newsletters and bulletins, statistics and presentations
related to HSE, Sustainability, Risk and Resilience performance as and when
needed.
•Report to
the QE Manager on a weekly basis.
•Attend trainings/ Seminars/ Workshops on HSE,
Sustainability, Risk and Resilience.
•Deliver
training courses to CASS staffs in relevant areas as required.
•Coordinate
and conduct regular meetings with management and stakeholders.
•Negotiate
with managers and operators to try to eliminate conflict between CASS
operations and HSE, Sustainability, Risk and Resilience considerations.
•Maintain
Control of Documents and Records as per the system requirements.
•Performs
other responsibilities associated with this position when appropriate.
•Bachelor’s
degree in engineering from recognized university, with minimum of 7years of professional HSE Engineering
experience.
•Knowledge of
Occupational Safety and Health Act (OSHA) requirements, Certification in NEBOSH
(international general certificate minimum), Certified in Incident
Investigation from recognized certification body and IRCA approved.
•Knowledge of
principles, concepts and requirement of Risk Assessment including COSHH risk
assessment.
•Knowledge of
principles, concepts and requirement of Environmental aspects and impacts.
•Trained on
the firefighting and first aid techniques.
•Proficient
in Microsoft Office applications.
•Strong oral
and written communication skills.
