    1. Manage the Human Resources Department with respect to:a) HR Planningb) Recruitmentc) Compensation & Benefitsd) Performance Managemente) Training and Developmentf) Succession Planningg) Personnel Administrationh) Payrolli) Government Relations2. Develop the human resources guidelines and policies for recruitment, compensation and benefits, career development, performance measurement, training and personnel administration, and monitor the consistency, effectiveness and the rollout across the Company.3. Manage the recruitment activities for the entire Company including sourcing, screening, interviewing, testing, selection, job offers, employment contracts, new employee orientation and probationary period.4. Manage the compensation & benefits related activities for the entire Company including determining the compensation & benefits structure.5. Manage the employee performance system including promotion, salary adjustment and career development process for the entire Company. 6. Manage the training activities for the entire Company including conducting training needs assessment, developing training plan, delivering training, and evaluating training. 7. Prepare the HR Plan to determine the Company’s long-term staffing needs and HR budget.8. Review, discuss and consolidate the Company’s entire manpower plans.9. Manage the personnel administration activities related to:• Personnel Files• Time & attendance• Payroll • Employee Loans and Advances• Leaves• Retirement• Transfer• Resignation• Termination• Government Relations• Grievance Handling• Conflict of Interest• Disciplinary action 10. Direct and monitor negotiation with government agencies to determine agreements and to minimize the possibilities of dispute on human resources related matters.11. Provide advice, guidance, direction, and authorization to Department personnel to carry out major plans and procedures consistent with established policies. 12. Communicate and discuss the Department’s guidelines and procedures with employees to ensure responsibilities, authorities and accountabilities are well defined and clearly understood.13. Delegate some of responsibilities to appropriate subordinates in order to benefit from smooth running of the Department’s operations. 14. Provide guidance and leadership to all Department employees to ensure effective and efficient flow of work and ensure all employees recognize their fundamental roles in the Department.15. Conduct annual performance appraisal to review employees’ work performance. 16. Recommend salary adjustments, rewards and promotions based on employee performance. Carry out disciplinary meetings when needed. 17. Monitor the adherence of Department employees to Company’s guidelines, policies and procedures.18. Ensure effective Departmental performance through the selection, development, deployment and motivation of competent staff.19. Perform other functions that may be assigned by the Senior Manager - Finance & Administration from time to time.
