Job Description

TITLE:  Business Development Officer
TEAM/PROGRAMME: Programme Development and Quality LOCATION: Greater Cairo
GRADE: 4 CONTRACT LENGTH: 1 year, subject to renewal

CHILD SAFEGUARDING:


Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



ROLE PURPOSE: The Business Development (BD) Officer will work with Head of New Business Development (NBD) to grow Save the Children funding and partnerships at country level in order to resource the Country Strategic Plan. In doing so, s/he will develop high quality Concept Notes and Proposals for timely submission in accordance with donor guidelines and expectations.


Following the proposal development procedures, role-holder will ensure comprehensive consultation during design, development and submission of proposals and concept notes that are aligned to Egypt Country Office and donor strategies and meet the necessary quality standards. In addition, the BD Officer undertake donor engagement, contribute to NBD knowledge management and learning. The position-holder will work alongside Technical Advisors, MEAL team, Operations, Finance, and support functions on specific opportunities during their period of employment.


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.



SCOPE OF ROLE:


Reports to: Head of New Business Development


Staff directly reporting to this post: None.


Key relationships: Thematic Technical Advisors, MEAL, Operations, Finance, Member Offices, etc. as relevant and necessary to establish and execute a strong proposal development process.



KEY AREAS OF ACCOUNTABILITY :


Under the strategic guidance of the PDQ Director and direct supervision by Head of NBD, the BD Officer will be responsible for business development, proposal coordination and documentation of the Egypt country programme focussing on the CO CSP and thematic sectors. In line with SCI’s dual mandate, these key areas of accountability will apply to SCI Egypt’s work in emergencies and in development settings. 


Concept and Proposal Development:


· Produce proposal development schedules and track timelines, ensuring and facilitating coordination amongst teams – PDQ, Programme Operations, Finance, HR and Security, in a timely and quality fashion.


· Work closely with the Finance and Awards teams, PDQ and programme operations and implementation teams, as well as relevant technical staff to develop proposal budgets.


· Coordinate with relevant staff and provide additionally requested information in relation to proposals and reports, from donor, SCI or Save the Children members promptly and accurately and make necessary revisions based on feedback.


· Contribute to providing technical assistance and capacity building for and with partners on proposal development and new business development as needed.


· Ensure that Programme Quality Framework and Theory of Change is addressed in all new proposals and that key elements of programme quality are included (e.g. child participation, child safeguarding, gender, lessons learned from past proposals, accountability, risk assessments, effective and sustainable partnerships, etc.).


· Ensure GNG, PART, AMET, and GEM, among other internal SCI compliance documents are completed for each opportunity and uploaded to AMS.


· Ensure that all quality and cross cutting aspects are articulated in proposals including MEAL, gender, accountability to affected populations, child safeguarding, etc.


Capture Planning and Opportunity Preparation


· Assist in seeking and tracking donor intelligence on prospective new opportunities or partnerships; particularly for long-term, multiyear funding opportunities. Share information on new funding opportunities from bilateral, multi-lateral, and other institutional donors.


· Work with PDQ Director and Head of BD to ensure capacity statements, one-pagers, position papers, snapshots, power point presentations, CNs are developed for the purpose of donor engagement.


· Support Head of NBD to strengthen country office capabilities on long-term capture planning for major forthcoming funding opportunities.


· Represent SC as a generalist, alongside technical experts, in consortium meetings, donor engagements, member and regional meetings on matters pertaining to specific opportunities.


· Work with Head of NBD in the development of donor engagement plans for identified selected donors, and follow up with donors on priorities, plans, programmes etc.


Learning and Knowledge Management:


· Support country office in developing an accessible information, knowledge sharing and learning platform on relevant data as it pertains to NBD.


· Ensure that all appropriate donor and Save the Children resources, templates, and tools are available to relevant staff, as well as a clear understanding of donor requirements.


· Maintains strong knowledge management systems to support intra-country office communication and continuous learning.


· Undertake After Action Review of specific opportunities to generate learnings for process and quality improvements.

QUALIFICATIONS, EXPERIENCE AND SKILLS


- Minimum five years of experience in an NGO or similar environment; experience developing programs for children in both emergency and development contexts.


- Solid experience in more than one of the Save the Children priority sectors: Education, Livelihoods, Child Protection, Mental Health and Psychosocial Support, Child Rights Governance, in development and emergency settings.


- Practical experience and successful track record in writing and leading proposals for a variety of donors, including institutional, private sector, foundations, corporates, the UN etc.


- Familiarity with project design methods and tools (including assessments, logical frameworks, and work planning) and strong appreciation for innovation and partnership as part of project development.


- Good analytical skills, effective negotiator, with proven ability to positively influence cross-departmental and cross sector working.


- Proven ability to assess information needs and be innovative in the design and delivery of appropriate targeted solutions.


- Proven ability to build and maintain close and constructive working relationships with peers, management and staff in defining and fulfilling knowledge needs.


- Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure.


- Ability to work within a multicultural setting.


- Fluency in written and spoken English.


- Commitment to and understanding of Save the Children’s aims, values and principles.


- Preferred degree in development studies, international relations, or related field.


- Good knowledge of the development and emergency donor environment and expectations in Egypt preferred.


- Good knowledge of the landscape of implementing partners and government structures in Egypt preferred.


- Experience in developing and working with project budgets preferred.
