Rashpetco/Burullus is a Joint Venture (JV) company operating one of Egypt’s largest gas fields. The JV is the operator of the WDDM (West Delta Deep Marine) Field, which includes offshore wells/platforms and the 2.3 BCFD gas treatment plant located at Idku (Egypt North Coast). WDDM production supplying gas to the National Grid for internal use, and to the adjacent “Egypt LNG” plant for LNG export. Shell is a major partner in both Rashpetco and ELNG.
The current WDDM field and facilities is currently producing around 500 MMSCFD of gas & approx. 10,000 BPD of condensate. It also processes 3rd party gas from adjacent fields, and as such has a privileged position to support Egypt’s strategy to become a gas hub in the Mediterranean region. In order to manage field decline, Rashpetco is currently got the FID for the Phase X development. It has also embarked on an ambitious exploration effort, currently drilling it deepest ever well.


What is the role?



The Cairo-based HSE Advisor reports to the HSSE and Governance Assistant GM. The HSE Advisor is expected to work closely with the JV HSE team in Cairo and in remote sites (Idku gas plant, Abu Qir and offshore sites). The HSE Advisor will have interface with Operations, Contracts & Procurement, Transportation, Medical and Support Services departments. Regular travel to remote sites is required to support implementation of the targets and activities.


Key Accountabilities 


  • Initiating, reviewing, and implementing HSE policies and procedures for Rashpetco activities, ensuring strict commitments and readiness to minimize risk factors, assuring departments' commitments to annually set objectives and targets.


  • Lead and participate in inspections, audits and incident investigations and continuously monitor the application of HSE practices and procedures, ensuring employees comply with all aspects of health and safety procedures. 


  • Implement HSE programmes and initiatives to enhance HSSE culture in-line with Rashpetco strategy and Shell Group directives.


  • Facilitate the preparation of the JV yearly HSE improvement plan and engage all the asset stakeholders to implement it.


  • Carrying and HSSE studies and surveys, compile action plan to address gaps and influence the different involved department for implementation. 


  • Drive the road safety improvement journey for both company and wastewater contractors' fleet. 


  • Reviewing suppliers and contractors' services, guiding, and advising them on various acceptable methods of HSE management.


  • Liaising with Shell Egypt and the Shell group to drive programmes related to Safety Refresh and other initiatives.


  • Collecting, evaluating. and reporting information and statistics on incidents, near misses, occupational illnesses, damage to the environment or the assets, man hours and lost time accidents, for continuous Safety, Health and Environment improvements.  Lead the assurance mechanism within the JV.   


  • Reporting of GHG emissions and close follow up on abatement opportunities with key stakeholders


What we need from You


  • Minimum of 3 years’ experience in operational HSE in the oil and gas sector.


  • Educated to degree level, or higher, in chemistry, engineering, science or similar subject. 


  • Preferably IOSH, NEBOSH or equivalent international body membership 


  • Understanding of the concepts of occupational and process safety. 


  • Skills in conducting audits and incidents investigation including Root Cause Analysis skills. 


  • Knowledge of the Egyptian HSSE regulations as well as the different sources of international best practices.


  • Has the functional/technical knowledge and skills to do the job at a high level of accomplishment. 


  • Strong relationship and influencing skills (without formal authority) to facilitate building an effective partnership with all organizational levels.


  • Demonstrate effective challenging behaviours to influence decisions.


  • Actively learns from experiences and mistakes and analyses both successes and failures for clues to improvement.


  • Good analytical skills.
