Job Description

The Position:


Cigna has a strategic priority to become a data driven business, by improving our platforms, systems, and our analytic capabilities, by using advanced analytics and data as a key enabler in understanding customer needs and delivering improved services.


As Data Governance Analyst, you will take a lead role in the governance of data by building new capabilities for managing data policy compliance across Cigna International Health.  You will be responsible for implementing a data governance framework, which includes deploying and embedding key data governance policies and standards.  Good data governance drives good data management practices in the Business and Programme teams.  This will include advising on data policy and data lifecycle, and the measurement of maturity against those policies.


You will work closely between business, technology and policy teams, and interact equally with the analytics teams and data teams.  Additional key stakeholders include IT, Data Privacy, Information Protection, Compliance & Risk Management functions to ensure appropriate data governance is implemented throughout our business practices.


You will be part of the International Health Data & Analytics Team.


Main Duties / Responsibilities:


  • Take a lead role in the influence, creation and management of data governance policies and standards, working with Business teams, establishing the concept of data ownership and accountability for data.


  • Socialise and implement the data governance framework into business teams, and drive its adoption.


  • Create and promote data quality management capabilities.  Coach stakeholders on how to measure quality.  Build out rules for ‘what good looks like’.


  • Create and promote the use of common data assets, such as business glossary, reference data, data inventories, data models, data quality tools …


  • Monitor adherence to data policies and standards, governing potential policy deviations, escalating where necessary.


  • Take a lead role in the facilitation of the Data Governance Forums, reporting on data issues and priorities.


  • Work with the internal Risk, Compliance and Audit teams to ensure appropriate controls on data management are implemented into business operations.


  • Create and promote the measurement of overall data maturity metrics.


  • Act as an expert data resource when dealing with external parties e.g. auditors, vendors, regulators.


  • Keep abreast of best practice marketplace tools and services.


  • Instil thought leadership throughout the data community, ensuring we are operating as a smart, learning team, driving best practice through pragmatic delivery.


Skills/Qualities:


  • 7+ years’ experience in data management, gained across the disciplines of data governance, data quality mgt, data standards mgt, reference data mgt, and data privacy disciplines.


  • Excellent stakeholder management and communication skills, with the ability to influence both Business and Technology stakeholders at all levels.


  • Experience at the intersection of customer, risk and compliance, in the context of ‘risks related to data’ events.


  • Possess knowledge of the interdependencies of Business and IT functions in relation to data management.


  • Excellent facilitation, presentation and storyboarding skills.


  • Strong analytical skills with regard to data management.


Qualifications Required:


  • Essential:     University degree in a related discipline.


  • Desired:       Data Management certification, e.g. DAMA, IAIDQ, or similar.


Tools:


Experience in the use of data governance and data management tools is desired, such as


  • AWS Glue Catalog / Pandas / Deequ


  • Collibra / CollibraDQ


  • Alation
