Summary:
The Near East Foundation (NEF), Iraq office invites you to submit an offer for Rental Vehicle Service with Driver to serve the Near East Foundation’s operations in Anbar province (Ramadi, Fallujah, Heet). The service is for the availability of a driver with car.
Main Base of Operations: Ramadi
Requirements:
- The driver should have at least 5 years of relevant experience, a valid driver's license, and car registrations. Previous experience with INGO is an advantage.
- The driver must have residence card and ID of Anbar.
- Available for rent for 8 hours a day, usually from 8:00 AM to 4:00 PM, (may be adjusted as per NEF needs), 5 days per week, and sometimes may require overnight stay.
- Vehicle must safely seat 5 people (including driver).
- SUV or Car may submit a quotation. A SUV and /or vehicle with 4x4 capability and manufactured after 2021 is preferred.
- The Vehicle must include minimum of 2 functional Airbags (Driver + Passenger), ABS/EBD, and Emergency Kit & Fire Extinguisher/Tool Kit.
- The driver is required to travel among the three cities Heet, Ramadi and Fallujah and its suburban area, villages, and districts. Occasional travel to Baghdad.
- The vehicle should be in excellent condition in terms of body, mileage, A/C and heating, and engine.
- NEF will not pay for any extra payment such as fuel, maintenance, or accommodation. Accommodation will be provided by NEF if required for overnight stay.
Payments
- NEF will pay monthly according to Log sheet that the driver provides it with approval of NEF Staff.

Interested bidders are to read this RFQ carefully, print it, sign, all the pages and submit a quotation according to all the requirements. The deadline for submission of quotations is Monday, April 15, 2024, at 15:00 (Iraq time). The Provider that does not submit their quotation by this deadline will not be considered.
Your quotation should clearly indicate the following:
- Currency of offer should be in Iraqi Dinners (IQD)
- Total daily rental price (IQD)
- Delivery date of service
- Validity of the offer
- Detailed specifications of vehicle to include the make, model, year, and current mileage
- CV of driver
- List of three professional references (including one from current, or most recent, employer). Business emails only.
Conditions of quotation:
- Payment will be made within 10 working days after receiving a proper invoice, in IQD by bank transfer. Will pay in cash if wire transfer is not possible.
- All suppliers doing business with NEF should maintain high standards on ethical issues, respect and apply basic human and social rights, ensure the non-exploitation of child labor, and give fair working conditions to their staff. NEF reserves the right to reject quotations provided by suppliers not meeting these standards.
- Vendors doing business with NEF will be screened on anti-corruption due diligence before confirming an order or contract.
- All prices shall be quoted by the Bidder in IQD.
- Supplier Information on the quotation should include Company Name, Stamp, Address, Contact person name, Contact phone number, Contact Email.
- NEF reserves the right to accept or reject the whole or part of your quotation based on the information provided. Incomplete quotations which do not comply with our conditions will not be considered.
- Shortlisted suppliers may be required to submit samples of each required item. Please be sure to have all samples available at short notice and wait for a response from NEF if you have been shortlisted.
- NEF may increase or decrease the required quantality at the time of purchase order, delivery time will be mutually agreed upon if the quantity is increased.
