Assistant Regional Director - Jordan

Description



The mission is part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. In this program, around 700 employees and service contract workers are involved to implement a mix of humanitarian and development projects.
HI’s current areas of activity encompass physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, and advocacy.
Significant challenges are encountered on a daily basis, notably a severe lack of security and humanitarian access in Gaza, along with a high instability of West Bank, multiple bureaucratic impediments and ongoing refugee and internally displaced people crises in Egypt, Iraq, Jordan and Lebanon.
We are opening a new position for an Assistant Regional Director to join us in Amman. In Jordan where the job is located, security is stable with no major concerns and there are many options for tourism and recreational activities.

Mission: The Assistant Regional Director manages short-term operations, monitors policy implementation, enhances capacity, ensures emergency preparedness, strategizes partnerships, and coordinates stakeholders for effective humanitarian operations.



Responsibility 1: Short-term Management
Acts as interim Country Manager during absence or fills management gaps. Serves as Emergency Operations Manager, Deputy Country Manager, or other senior role during initial stages of emergencies, in support to the Country Manager and the country team. Represents the Regional Director on an ad hoc basis, on certain matters in their absence, with agreement from the Geographic Director.
Responsibility 2: Monitoring of HI strategies and policies implementation
Ensures departments use internal checklists for regular control checks during country visits, in coordination with Regional Managers and Headquarter contacts. Monitors compliance with HI global policies such as PSEAH, child protection, and anti-fraud measures. Alerts the Regional Director or relevant services about issues, contributes to problem-solving, and recommends actions. Coordinates and assists in internal investigations on specific issues like PSEAH, fraud, or HR abuse, as directed by the Regional Director. Formalizes monitoring by updating relevant dashboards. Supports the Regional Director in ensuring accurate and reliable reporting.
Responsibility 3: Capacity improvement
Assists in deploying and building capacity for project and operations management, emergency response, and partnerships.
+ Identifies skill development needs and prioritizes capacity building efforts.
+ Contributes to training on key operational topics and facilitate sessions.
+ Possibly mentors senior operational staff, including Area Managers and Deputy CMs.
+ Participates in recruiting senior operational staff as needed.
Improves practices and frameworks for emergency response and partnerships.
Responsibility 4: Emergency preparedness and response
Leads the development and execution of the regional REACT action plan, closely coordinating with Regional Managers. Supports Country Managers in crafting and executing individual country REACT action plans. Supports Country Managers in defining and implementing emergency responses within their countries. Ensures necessary coordination and information sharing with all relevant Headquarter departments during emergency responses.
Responsibility 5: Partnership strategy and process
Monitors HI's global partnership guidelines and the Operational Strategy (StratOp) objectives. Drives regular adaptation and oversees partnership process implementation. Organizes strategic exchanges and shares partnership lessons across countries. Assists Country Managers and Specialists in defining partnership approaches for sectorial strategies. Reviews and approves high-value partnership agreements following the partnership process.
Responsibility 6: Coordination with internal stakeholders
Contributes to StratOp development with Headquarter, monitor deadlines and provide strategic feedback. Facilitates communication and coordination among regional program stakeholders.
+ Leads regular or ad hoc information and coordination meetings.
+ Ensures information sharing, role clarity, and alert the RD if necessary.
Represents the regional program in global meetings as requested. Assists the RD in organizing regular coordination meetings and the annual workshop.

Requirements



You have at least 8 years of overall professional experience in the humanitarian sector and 6 years of experience in management positions. You have experience (3 years minimum) as Operations Manager, Country Manager or Deputy Country Manager. You have at least 2 years of experience in acute emergency responses in conflict-affected countries and in development programs in stable countries.
Written and oral communication in English, with excellent communication and writting skills. You are able to structure and formalize information.
You have training, coaching and mentoring capabilities.
You are rigourous and pay attention to detail. You take initiatives and work efficiently, with capability for support and guidance.
Previous experience with HI or in Middle Eastern countries, along with proficiency in Arabic, is an asset.
