Communication


Internal Communication:
•    Senior Managers

Purpose:
•    Work closely with Fleet Managers and other members of Ship Management including Marine and Technical team, highlight areas of improvement.
•    Monitor of Shipnet application and do necessary changes in maintenance schedule in consultation with the Managers. PMS compliance by Vessel to be audited and corrective actions to be taken.
•    Technical inputs to Shipnet IT team for PMS change requests and other modifications required through MSM PMS engineer.
•    Technical evaluation of contracted bulk spares, stores and services by the procurement department


External Communication: -
•    Various Vendors and Service providers

Accountable to their line manager and direct reports as far as is practical to ensure

•    Conduct risk assessments on activities within their department ensuring that the methods and safe systems of work are safe and implemented.

•    Ensure all accidents, incidents and near misses are reported and investigated.
•    Promote good behaviors and set a personal example regarding occupational health and safety matters.


Authority:
Managers/Supervisors have the authority to stop work when health and safety is unsafe or being compromised.



Responsibilities:

Key Roles & Responsibilities


•    Analyze Vessel and Fleet performance based on established criteria and share performance reports with Fleet Manager’s to enhance vessel performance and vessel availability.
•    Analyze breakdowns across the fleet and assist the technical team in identifying and implementing mitigation measures to prevent repetitive failures. 
•    Review all defect reports in Shipnet and assign correct defect categories before closure.
•    Create circulars and send mails to office team and vessels where necessary. 
•    Generate 6M and yearly defect / NPT analysis reports for MSM Technical / Marine team.
•    Conduct monthly meetings within various MSM departments to discuss and share various reports including but not limited to Vessel Offhire, PMS, Defects, KPI, external audits, OAO vessel inspections etc.
•    Maintain the Shipnet Application with Shipnet IT team, monitoring PMS compliance by vessel and office team based on audits done by PMS engineer. 
•    Oversee the revamping of vessel PMS as per requirement and monitor vessel PMS change requests carried out by PMS Engineer.
•    Coordinate Shipnet PMS and database development for new vessels joining the MSM fleet, along with PMS engineer, IT Dept and external service providers.
•    Ensure Shipnet CBT module for training is available to all crew and keep the training module updated as per revisions in Shipnet
•    Drive innovations and initiate projects to improve KPI targets including optimizing of spare parts and stores consumption.
•    Transition maintenance philosophy from Time based Overhaul (TBO) to Condition Based Maintenance (CBM) where feasible, thus improving vessel availability in the long run and reducing cost.
•    Manager Inventory of shore spare parts, identifying common spare parts / stores across the fleet to reduce procurement costs and minimize vessel downtime.
•    Liaise with procurement department in sharing fleet data and assist in technical evaluation for contracted bulk purchase of spare parts / stores and technical services.
•    Set, track, report and analyze KPIs for MSM office personnel.
•    Monitor vesels certification compliance with the assistance of Document Administrator.
•    Manage the Offshore Assurance officers (OAO) program, planning and executing vessel inspection and audits through a Team consisting of Master and Chief Engineer. 
•    Analyze OAO reports and share findings with concerned Managers and Superintendents to facilitate follow up actions.
•    Brief Master’s and Chief Engineers prior vessel joining, regarding PMS compliance, vessel defects and follow up, reporting formats, vessel performance and Fleet Audit points. 
•    Collaborate with Senior Manager to implement Company’s digitalisation initiative.

Qualifications:

Minimum Qualification/Experiences/Skills
Education & Professional Qualification:
•    Bachelors Degree in Mechanical Engineering or any relevant field.


Professional Experience:
•    8-10 years of Sailing experience in both Deep Sea fleet and Offshore Fleet. Marine Engineer Class – II
•    Technical Superintendent experience preferred


Geographic Experience:


•    GCC/Middle East preferred;


Computer Skills:
Good knowledge of Windows, MS Office, Shipnet and Database Management


Language Skills:
•    Business & Technical fluent English
•    Arabic language is an advantage.


Skills & Competencies:
•    Good knowledge of vessel PMS systems
•    Good knowledge of vessel  operations and requirements
•    Good technical knowledge of Vessel machinery, maintenance schedules and spare parts
•    Good experience in handling vessel related office work – including Shipnet, breakdown RCA, analysing various trends to improve vessel performance, KPI setting and Monitoring etc
