The role holder will be:
The
role holder will work closely with the Qatar Branch office of BAE Systems
(Operations) Ltd and support the OMAN Office to provide procurement leadership,
governance and strategy deployment to meet the needs of the International Programmes.
Provide
procurement leadership and governance to the Qatar Branch team to ensure the
effective management of all aspects of the Qatar Contract:
Ensure compliance with the contract
terms and conditions.
Influence contract delivery to ensure
contractual deliverables are satisfied.
Establish the appropriate level of procurement
governance and controls.
Ensure adherence to all procurement policies
and process in accordance with BAE Systems governance.
Support planning, strategy and business
development activity.
(Ensuring this is covered in the OMAN business
and any further international markets)
Provide
a regular and effective interface to the UK based Procurement teams.
Maintain
a regular and effective customer interface with the teams across the
International business.
Establish
and maintain appropriate relationships with BSL, the Qatar based Joint Venture
between BAE Systems and SAS.
Responsible
for the procurement activities associated with the Branch on shore local
reporting and CSR process.
This
role requires significant procurement experience at a senior level, as well as
an ability to work with internal and external customers on a daily basis.
Experience in international contracting and dealing with international suppliers
is preferred.
The
role will be based in Qatar and hence the post holder will have to manage significant
procurement/sub-contract activity with the JV. The role must also take
cognisance of the wider business environment to understand how local decision
making influences and affects the wider business strategy as well as the Qatar
programme to avoid conflicting priorities. Look to establish a regional
procurement strategy for all in-direct procurement for International Markets. Ideally,
the role holder requires knowledge of working with international customers and
availability contracting.
The role requires significant
presence and leadership at a senior level, as the lead procurement role in Qatar
and Key support to OMAN/further markets. The role holder will be responsible
for providing advice and guidance to influence and facilitate effective
business decision making across the sub-contracts; develop and maintain
internal and external customer relationships, work within a multi-disciplined
team to meet business goals; and make decisions in a demanding customer
environment. To achieve this, the role holder will require effective
communication skills, be able to act autonomously within the company and
regulatory procedures, respond quickly to emerging deadlines, build and
maintain internal and external customer and supplier relationships and
influence and engage at all levels.
The role is based in Qatar which will be
subject to challenges and change on a regular basis. The role holder will need
to be responsive to such challenges and work with both internal and external
customers and suppliers to ensure that innovative procurement solutions are
developed. This will require the management of various different stakeholders
across multi functions both within Qatar/Oman and in the UK to ensure that all
requirements are captured and discharged to meet the needs of the
customer.
This role is critical to ensuring
that procurement leadership and governance is maintained during the delivery of
the contract. The successful delivery of the Qatar contract is key to the Air
business to ensure that the financial deliverables are met, business risk is
minimised and a long term relationship is established to secure follow on
business. Failure to achieve the requirements of the contract could result in
significant commercial penalties and non-payment. The responsibilities of the
role holder and the impact of any decisions could therefore have a direct
impact on the CSR, order intake, risk and opportunity management.
The role holder will be
responsible for the management of all in-country procurement activities.The role holder will be the
lead interface into the other functional areas within Qatar and will act as the interface
to the UK based Procurement teams.
The
role holder requires excellent relationship management, influencing and
organisational skills to manage challenging internal and external customer and
supplier relationships with senior representatives. The role holder will need
to be motivated and act autonomously, representing the procurement functions,
but also be a team player to develop innovative procurement solutions to meet
the needs of the customer/business.
The
role holder will need to be able to influence and negotiate internally and
externally and participate in a range of senior customer meetings on behalf of
the business.
