Summary


To provide expert advice on the planning, delivery and management of discarded material collection and


transportation services to meet the needs of the Resource and Waste Management department’s objectives in providing quality services to its customers. The services provided will include both conventional and non-conventional collection activities with the requirement to be data driven and making use of latest technologies.


This position will be responsible for being the NEOM subject matter expert for development of the “Discarded Material Strategy” for the Region. This role requires the post holder to effectively manage the discarded material strategy planning development and execution for multiple areas of the Region.


Position description and responsibilities


Parameters


  • Leadership role working with the Collection Team and external Stakeholders to create operational excellence
  • Lead the Service Delivery Plan to ensure the timely completion of all infrastructure required for operations.
  • Part of the Resource and Waste Management collections team, assisting in providing innovative solutions to existing and new projects for internal and external stakeholders.
  • Compliance responsibility for all work under the Job Holder’s control or guidance (Safety, Health, Environmental, Regulatory) working with the department’s compliance team.
  • Executing an operation from the ground up using extensive previous experience and professional acumen to train and deploy a strong team.

Operational Strategy Planning and Execution


  • The point of contact for all internal and external stakeholders for any matters relating to the Discarded Material Strategy for the region.
  • Represent the department at all meetings, seminars, and workshops in consultation with the region sector and provide input to consultants on Discarded Material requirements relating to Collections, Consolidation, Logistics, Treatment and Circular Economy requirements.
  • Assist with developing technical guidelines for concept master plans to detail all requirements for discarded materials.
  • Review each module strategy and develop comprehensive comments and suggestions. Provide comments to the management team for further review and feedback.
  • Lead presentation of all strategies for the department to internal and external stakeholders.
  • Provide the required input to internal stakeholders, architects, technical consultants, and Sectors with each stage gate review through the NEOM plan of works process.
  • Accountable for recommending and developing Scope of Work documents for feasibility studies requirements for various strategy components.
  • Collaborate with various technology and infrastructure providers to design and develop world-leading and best-in-class solutions for NEOM.
  • Integrate with internal team experts to ensure the best solution is developed collectively and communicated internally before any recommendations.
  • Develop strong and effective partnerships with NEOM proponents to develop all service delivery plans for operational readiness.
  • Create an engagement channel with identified NEOM sectors to ensure the strategy is communicated to all affected parties and input is considered.
  • Effective management of contractors to ensure all operations are conducted in the safest manner whilst maintaining efficiency. Create and monitor robust systems to ensure all fleet, inventory, and equipment are operated and maintained per requirements.
  • Overseeing the collection, consolidation, and logistics of material to ensure its efficiency and prevent contamination – of air, land or water.
  • Oversee the management of all customers, including commercial and residential. Act as the escalation point for any complaints and develop a customer-first culture.
  • Ensuring Health & Safety remains the top priority and providing a safe workplace for employees. Ensure all safety concerns and near misses are correctly logged, investigated, and appropriate responses actioned.
  • Sound operational practices and financial management. Ensuring all contracts and reviewed comprehensively to maximise efficiency and reduce expenses. Including Budgeting, forecasting and financial performance of the entire Sindalah operations.
  • Robust and timely management of any waste contamination.
  • You must remain aware at all times of your responsibilities for your own Health and Safety, for the Health and Safety of those directly responsible to you, your work colleagues and any others who may be affected by the operations under your responsibility or control. You must ensure that at all times the correct PPE is worn. Please refer to the HSE Policy for further details on your specific responsibilities.
  • You must adhere to all NEOM Policies & Procedures (including but not limited to) those specified in the Employment Handbook, HSE Policy, Incident reporting procedures and any financial/accounting systems.

  • Foster a customer-focused working environment, with clear responsibilities and expectations for team members, monitor team performance and conduct regular appraisals. Motivate supervisors and operatives with the aim of maintaining good attendance and a ‘can-do’ attitude.
  • Manage training and development of team members and ensure they understand customers’ needs and deliver the expected outcomes
  • Ensuring staff and contractors are fully trained on company procedures and work instructions and are multi-skilled and able to cover other roles.
  • Establish and maintain active and constructive relationships with other teams in the organisation including other collections Managers.
  • Set performance objectives, provide the necessary support, evaluate/appraise staff and provide regular feedback on performance.

Develop and implement a program for upskilling staff and recognition and development of high performers for future growth opportunities


Knowledge and Experience


Knowledge


  • Interpreting strategy reports and technical data.
  • Demonstrated knowledge, expertise and implementation of best practices in the solid waste
  • management industry.
  • Understanding of the development, planning and delivery of integrated solid waste collection
  • services.
  • Understanding of non-conventional waste collection technologies including knowledge of
  • Pneumatic Waste Collections Systems (PWCS)(Optional).
  • Understanding of conventional solid waste ‘in-house’ or contracted service delivery models.
  • Understanding the use of technological solutions within conventional waste collection services.
  • Solid waste collection contract management and administration.
