In my opinion , people does not intentionally avoid or not take or obtain insurance coverage for their property or business , and I think the reasons for that may be as hereunder :-
1) Personal budget constraints which make them unable to pay the insurance premium , even they may be aware about the importance of the insurance.
2) Some may not have knowledge about insurance and they don't care about that , even they may be capable to pay the insurance premium.
3) Some may prefer self insurance rather than transfering their rsik to the insurance company , this in most cases be an adminstration policy.
However and according to my own experience most the business men if not all are aware about insurance and obtain the relevant coverages for their property and business .
Therefore the role of the insurance companies in this respect is to reach those who are not have enough knowledge about insurance and explain it 's importance and impose resonable insurance rates to enable the majority to take the relevant insurance coverage.
