Why the PC start in safe mode ?

As for my experience receiving Safe Mode messages each time the computer boots, means  you are encountering an issue with the computer that is preventing Windows from loading normally, most likely the computer is rebooting each time the computer starts because of an error.

To fix this, make sure the computer is not rebooting because of an error by disabling automatic restart on system failure. Enter the Windows Advanced Options Menu through the boot menu that appears when the computer is first starting and choose Disable automatic restart on system failure.

After this has been disabled, try booting the computer into Normal mode and see if the computer encounters an error when it starts up. Most likely it will be a Blue Screen error message.
