If I make uninstall to a big program(4G size)then after a month , with full partition , can I make system restore to prev point to return that program?

yes , sure you can..

 

you can even recover such HDD files/drive and so if you have formatted the whole HDD, created new partitions

 

But one small obligation: you need to use,3rd party softwares like Active Partition Recovery , partition recovery tools.

It depends on the date or state of your system recovery you have and you choose to recover to. Maybe you have set your system restore to back-up daily, weekly or monthly.
