Why instead of merit, Arabian recruiters go for western passports?

I think we, in the eastern part of the world, are unable to expose or demonstarte visually, the Vision, Creativity, Thirst of achieving the impossible etc etc, while the western world has influenced the minds of not only arabians but others also, looking at the media when i see DISCOVERY, NAT GEO etc, i see how they are seeing and developing the world with Techonology developed by themselves and proven it.
And ultimately "SEEING IS BELIEVING".
With respect to all this in only my opinion.

THERE IS NO TECHNICAL REASON FOR IT...the PRESENT ARABS, who call them ARABS(actually PRESENTLY ---> ARABS means anyone who is CITIZEN of Any ARAB country...he may not be ARAB by CREED...."ARAB CREED" IS DEFINED ON QUITE PRE-HISTORIC grounds, which is NOT COVERED in the PRESENT VISA and CITIZENSHIP policies)------these so-called ARABS are a CONFUSED MOB...they have to OBLIGE THEIR MASTERS...and their MASTERS are WESTERN world...THIS IS THE ONLY POLITICAL INFLUENCE BY WHICH they CHOOSE their PREFERENCES...this IS INFACT A TRUTH which is not accepted by PRESENT SO CALLED ARABS.

As per my rationale, it could be due to below reasons: Western universities are highly reputed and give a well rounded professional education, so a person educated in west holding a western passport is given preference over others; Western candidates are generally carrying much polished soft skills that are very much sought after in developing relationships in an business environment; Western candidates are generally quite experienced in their own country and GCC firms try to cash on to their expertise.
Having said that, I have to say from personal experience that there is an element of prejudice among GCC recruiters towards anyone holding a non-western passport and not judging them on merit.
