Why do you think PLC input module goes to alarm state and will not reset from SCADA or even locally until plc is switched off then ON?

A flow meter failed to count. only to find out that the PLC input module had SF alarm. What could be other option not to interrupt the process

This could happen if there is a conflict of input addresses or a hardware issue with the field instrument or it is cable. And it could happen also if there is a programming issue with PLC like bug.

If not I would like to help. I sounds like a SIEMENS PLC? If so, open the "Hardware", go online with the PLC, double click on the card that has a "SF" (System Fault) or red cross. At the bottom of the window that will open, there is a section called "Status", what is displayed there?

in put is the must monitoring point of the operation in PLC it was all was monitoring according to in put PLC operation will work & its if Alarm mean in correct input at teh morment it s need to indicat and from input instumanet or Conectevity parametor issue then we need to fix the issue and system restsrting
