Henry Fayol’s General theory of Administration is applicable at_

It is applicable at Top Management Level with respect to Academics explanation. However, practically it is also applicable at Policy Management Level as it is done by the top management in the organization.

It's a long time since I read Fayols work but it is about the scalar chain, so that starts at A, policy management level and is then transferred through all the other subordinate levels of the organisation. Assuming that policy level management is a higher level than top management.

I will go with B. As I think how an organization operates is not a policy as , in most of the cases, it is up to the directors and CEO. I think policy decisions involve input from shareholders.
