In a small network with Windows and Linux PCs can I use OpenSSH server / clients to recreate a 'Active Directory' like file server?

The scenario is a small network with one old Linux server (Debian) and12 users with Windows, Linux workstations plus two printers and a photocopy machine.

Can I use OpenSSH for File Server or I need something like OpenLDAP or another software? or to go for a NAS solution with SMB/CIFS software?

Thanks.

OpenSSH ist just for remotely controlling, or transferring files between, computers.Traditional tools used to accomplish these functions, such as telnet or rcp, are insecure and transmit the user's password in cleartext when used.
