For which level can the executive secretary be close to her manager, is there a difference between CEO and one of many managers in a huge company?

For CEO level she can be very close to him

For Managers level it is not necessary , why :

  • CEO , who put the strategies and managers implement it.
  • CEO , who following up the implementation.
  • CEO, Evaluate, monitor the mangers and orders flow.
  • CEO, who make the objectives, view, and plan how to achieve the goals and target.

All these tasks followed by his executive secretary , and in fact she will be his assistant hot secretary. he has no more time to do all this stuff alone, but managers should do it without secretaries ,since these are their jobs and duties.
