Based on the key words used , I presume you are talking about Project Quality Management. If that is the case , Project Quality Management is all about planning and following the processes and activities ( by performing organization, usually ) to meet the Project Requirements with Zero or Minimum variations keeping Stakeholder Satisfaction in mind all the time.
