VMS support much more features and gives u a lot of advantages such as using video analytic systems , integration with other systems like access control, intrusion ,fire alarm system ...etc, also without VMS u can't get used of camera options like recording above motion , gives alarm , also via VMS  future extension becomes very easy as u are dealing with software license instead of hardware in NVR case.

as a brief if u r working on  large scale projects with huge number of cameras with with high specifications and features then VMS is the optimum solution, however if u r working on small or meduim scale projects and did't need highly security option like " e.g.video analytic systems" then NVR is enough.
