Superintendent (in construction projects): is to run all day operations in the construction site and control the short term schedule.

Project Engineer: is responsible for schedule preparing, pre-planning and resource forecasting for engineering and technical activities in the project. 

Project Manager: is responsible for the planning, design, execution, monitoring, controlling, and closure of the project.

if the project still under construction or commissioning or start-up the project manger on charge of it all, the project engineer try to deliver the project requirement with the project manger approvals and supervision, the superintendent is last of the chain, he is responsible of the project phases on the field.

The Superintendent is the one on the jobsite who supervises all the other workers on the site.

The Project Manager is the one back in the office who makes sure the construction materials are ordered and delivered on time, and generally makes sure the client is getting what he/she wants out of the job.
