I am not completely agreeing with you because some of them will have the instinct to communicate well If others don't have the same then it has to be improved by practice.
Everybody is given birth to regardless of how and at some point we suddenly learn to speak (including our mother tongue). But when it boils down to real communicators, they may have discovered such talent in them and overtime prune it to perfection such that when they speak, they seem to carry their audience along. they can through their speech lead a whole community, nation, and an army to a decisive end. Not so many people are great communicators even though they can talk. but only few are gifted in this regard. When they talk, people listen. for this reason(s), i will say great communicators are truly made when they harness this special gift.

as plato and Aristotle said Human are leader by born so i would like to say that best communicator are by born . but no one is compete in this world when we train the people and bring them on the same path so they do it. i will give the example of army ,navy , and air force different cultures come to same ground and learn and trained for one thing but the leader and communicator who step forward is prominent among them

Yes they are made and not born. Because we are not born with special qualities we are born in a unique way where God created us with different characters. We could always learned things in good manners and everything we acquired through learning.

education, aesthetics and culture of living environment, educate the quantity and quality of human communication.
Yes they are made. You can be born with it but it takes the guidance from effective people to build on your in born skills
