This Situation can be handled in the following way:

1-Situation: You Truly Don't Have the Time

Instead of: There’s no way I have time for that.

Try: Could you help me prioritize my project list?

2-Situation: You Disagree With the Strategy at Hand

Instead of: I don’t think that will work.

Say: Can I throw out another idea?

3-Situation: You Just Don't Want To

Instead of: Ugh. No.

Say: Sure (Usually)

  • Think weigh your decision "weigh the FOR and the COUNTER"
  • Learning by Heart and Stroke
  • Knowing hierarchical or authoritative links
  • Avoid making a mistake
  • Knowing how to manage your own work
  • Differentiating between a written order and a verbal order
  • Evaluate the character of the order "urgent, special, general interest, express,
  • Know your job well, your tasks, your limits and your responsibility
  • Know your rights and obligations
  • Never say NO just to contradict the manager
  • Have good reasons to say NO
  • Assess the impact of your refusal on work
  • Know that if you say NO and you are wrong, you are guilty of professional misconduct and liable to severe penalties
  • Know when to say NO and when it should not
  • Know when refusal is considered professional misconduct
  • Know if there is a professional risk
  • Whether this is a correct or incorrect operation
  • If the order falls within the framework of the application of the regulations

Being a software developer, i would say that that it completely not ok to say "NO" to your manager. However, their are certain jobs in which you could say "No" to the manager.
