The first and most important priority is the job. A work cell phone would not be included in personal social media. I am always passionate about my work and feel it would be theft of company time by using a personal phone/social media when I have duties and job procedures to complete.

It depends on type of job you are in, if it requires the use of phone and social media then it would be necessary and if not then limit or avoid using on duty hours as it may distract your concentration at work.

This is a case to case basis. Whenever I am at work, I see to it that I am fully focused on doing my daily tasks and avoiding anything that will distract me from doing my work. My current job requires me to use my phone as a communication tool for our new and old clients. I am also required to check some of our social media platforms to update and answer our clients' queries. I just make sure that I am not using my personal social media accounts to procrastinate which can lead to poor performance.

Not necessarily, some jobs need to be connected to social media and phones. However, you can not be disconnected from the outside world but you need to use it in a proper way and at the proper time.

Depends on the nature of job, but clearly using cell phone for social medical distracting you from work and resulting lack of concentration & interest in the work. Less communication with Colleague, neither you can learn things from your colleagues nor you can share what you have in your pocket.
