I assume you are considering the CHAIRMAN position higher and more powerful than the CEO. This is generally true, but NOT always so. if I may compare the situation in these companies to that in countries and government. We will find companies - like many governments - centralized in the hands of the highest position which is the king or the president of the country ... i.e. like the chairman of the company
In other situations, the real importance and authority are really in the hands of the prime minister (like the CEO) while the king/president is for protocol reasons only !!
