I will prefer powershell because it is more powerful than command line and it can do the same function as command line do.
PowerShell is a automation and configuration management framework from Microsoft.Its scripting language buiult on .Net Framework and core .And form Aug 2016 its support cross platform I mean opensource. There is no comparison between CMD vs PowerShell.CMD is minimum exe codede prebuilt & its operation is very limited and other side PowerShell you can do whatever u like to do in operation & thats the why Microsoft focasing on core & opensource.
