When rules mentioned in the organisation's policies reflect the code of conduct based on ethical values - ethos of an organization; values that the organisation expects its employees to live, they are never construed as stupid.

An organization that continuously loses talent needs to assess if the above mentioned is the case with them, if yes, then the management needs to find ways to share with the employees as they deserve to understand how the organisation wants to be perceievd in the eyes of outside world.

When employees are valued, given this confidence they value their organization and its rules.

Incase, the first para is not the reality of the organisation, then the organization needs to review its line managers profiles and how they contribute toward building the future of the organization.
