Difference between flight operation officier and flight despatcher?

Flight Operations Officer job is wider than Flight Dispatcher, what is a specific role in airlines that employs staff and give them responsibilities depending of their capabilities and experience in General Aviation and Aircraft Technical knowledgement.

Flight Dispatcher is doing nav, performance, weight&balance and other calculations and info related to specific flight for the crew. 

Flight Operations include activities within the given task like refueling, air cover, paratroops deployment or coordination with other participants in Air Ops.

flight operation officer is responsible for safe running of their airlines each day, responsibility of flight dispatcher is also considered same that is to ensure safety of flight, maintain airline safely, ensure efficiency in operation, planning route map or flying path.

FOO and Flight Despatcher are the same thing. Their Job Is to manage the operation of the flight such as flight plan, crew despatch briefing and managing the operation of the aircraft in specific route.

A flight dispatcher is technically qualified and responsbile to calculate fuel, route and aircraft performance requirements as part of the flight planning support support provided to flight crew.
